One galio can build item 3152 item 3742 item 3117 just to set up the ult. Could they ult on the same target simultaneously and reduce the fps to 5?

Nothing like 5 Galio's having like 20-40% Damage reduction and then giving their allies 20-40% damage reduction on top of it. You know there will be that 1 AD Galio who would build item 3812 item 3046 with a support with item 3109 lol

I doubt the Passive would stack. it likely would be registered under the same buff and merely refresh it.
