Can someone explain to me what is Karma's "Twin Dragons"?
Since few days I see a lot of posts about some "twins dragons" that fit with Karma's gameplay, did Riot announced a rework or something?

Well the Mantle of Decorum is Ionia's greatest honor. The Dragons....well they're supposed to be like...Ying Yang I assume. Though, Riot hasnt said anything about this in her lore. What you're refrencing is a post that someone wrote who wanted the Dragons utilized in her kit (they currently are there for appearance)
Karbuncle1 votesThe twin Dragons appear in her concept art as weapons,they found models that looked like the dragons in the files alluding that they were actually going to be used in the final product but weren't because her rework got leaked,and according to Riot that means you have to rush the product unfinished. Someone found this information then made a post about it,then made a theoretical rework based on them. Riot hasn't made any real changes to Karma nor will they in the near future,all you can hope for is a small buff,or a nerf because Riot has been giving her a lot of small buffs that might make people think she's op(She's not even close to OP,she's good against morons though)
