About Darius and Garen

I noticed Darius has a reset mechanic on his w which halfs the cooldown and restores mana whenever you kill a unit with it and I was wondering why does Garen not have something similar in his kit? Garen is a cheap ip champion meaning new players may gravitate towards him and something like this on his q would make him easier to play to those players while adding a bit more complexity to the old crowd. It helps new players farm in the early game by giving them a little cushion to use the ability to help them cs without having to waste his spin so he can save it for a fight while allowing older players to contemplate on ending a champion in a fight with his q for a quick get a way or to dunk another person. Would make Garen easier to play for new players and allow older players to find new ways to play the champion ie build tons of damage dunk someone and do it again instead of having to focus on the spin being up. If it causes complications down the line you could always revert it, would be a fun thing to test though.
