What is the goal the new viktor buff?

I see his proposed shield buff as giving him more utility/kit allocation and will allow him more freedom to choose how to engage with the enemy laner.

It may be that Maple’s wording in his tweet about the new idea is somewhat vague in my personal viewpoint(time-frame for stacking, allowance for how later viktor can empowered AA, will using the second half of the q negate the second shield(since it won’t be stacking, etc). Can you elaborate a little more on how Viktor’s shield will work with his empowered AA allocation and secondary shield usage?

If this buff is what it seems to me, then it seems like it is an attempt to put more options behind his q in the early game for a stronger landing phase.

HOWEVER, the other part of the question is that I’m wondering if it is circumventing his problems in the lanig phase(I’m sure rioters who have kept up with the topic are bombarded with the lost chapter comparison(and to be honest it’s a point of interest for me as well)). With season 7(and I will assume the beginnings of season 8) league has shifted to an ADC and early-game jungles meta(you don’t see he caring too often anymore). How do you rioters believe this will add more viktors ability to be effective With his team in setting up how team’s late game strength before macro play becomes ADC strength centered. In addressing the lack of unreliability in the early/midgame and he reduced viability in the late game, what are the aims of this buff to address viktor’s current issues in helping him stay relevant at some point in the game

(one thing i will refute is his role as a late game burst one-shot wonder, as the buff shouldn’t affect his late game role......additionally if it were to do so, then he would be completely useless compared to that of talon, fizz, and massaging with their early game pressure and utility)

I am very passionate about viktor(viktor OTP until I quit) so to me I see there’s questions as honest requests for company elaboration.
