Can we reduce Garen's Judgment slow ?

Can Judgment's self slow be lowered as it is leveled up so he isn't kited so easily late game?

Before you tell me to just Decisive Strike to remove the slow please remember that it has a 8 second cool down and ADC'S can shoot you up before and after you activate it if they have red. Since he has no reliable gap closer like Jax, Irelia, Aatrox, RIVEN!, or Fiora it can be difficult for him to engage and get close especially if his E slows him down already which is his bread and butter damage ability.
