I think there should be a low tier Mag pen item

These items are extremely cheap and give minimum stats. Right now, there isn't a low cost magic pen item. All the magic pen items are seemingly randomly built. So, I think items like should have a low cost item with some mag pen that builds into the items. It can replace the tomb that is used to build them. That way, it will actually make sense.

It can also be used for the same way armor, magic resist, and attack speed are used in their boots.
