Send a Support Ticket with your na.op.gg of his profile and stats that game. Hopefully he gets banned and I get my sweet mystery skin. :)

I don't think so. Someone did that to me and said they were intentionally feeding to make us lose. Took pics of it, sent it in to riot. Nothing happened to him i think. Maybe a slap on the wrist but idek if that.
Also in account, the player has to have multiple reports not just on one game but several others which is and will become a permanent ban.

The person in turn needs to have evidence of multiple violations. BUT don't be discourage as your reports do matter and will be looked and taken into consideration.
I was at 10 game chat restriction to a 2 week ban. Trust me it works. Lol. Just got to keep reporting people who violates rules/policies and or are harassing/etcs.
