Adds CS bounty to the game. Causes a new strategy to exist with Frost Fang. Instead of fixing the problem (CS Bounty), we nerf Frost Fang. Logic incarnate. They need fired.

They need to make CS bounty be gold bounty and only get it if you have more than like 15% of the gold in the game. not just compared to enemy in the corresponding position. Or simply make the cs bounties have expiration, like be there for 2 mins. And if you stall that timing the bounty is gone
let's not forget they take away the jg funneling with lane minions, which didn't help either, and CS bounty? just.... why riot?
