Apparently the changes are actually going FROM 55-75% to 50-70%, not the other way around. An unintended change got onto live a few patches ago, and these are reverting it back to what it should be. S@20 scrapped the changes wrong from the files.

That actually explains a lot. I was trying to figure out how Sivir jumped to the top of ADCs pre crit revert while also building crit.
