Could the Cooldown reduction stat be exact on the stat bar?

I know riot has developped a kink for clean numbers,but It Isin't the best clarity wise.

It would be really nice as It would help knowing If an opponent went for scaling or flat cdr and to reach 40% without going too much over the cap.

also helps knowing your opponent's resistances because sometimes an ennemy with no resistances have yellow numbers In their stat bar for whatever reasons.
