Response Time?

Is anyone else having horrible response time in game regarding character movement or ability casts? I was playing Veigar one round, and for seemingly no reason, the response time for everything was delayed. I tried casting my Q three times until it decided to respond 5 seconds later while i was still moving. I was forced to DC to see if that would fix but when i opened the client again, it wouldn't load at all and I couldn't re enter the game. Ive never had anything like this happen and like to know if anyone else had anything like this happen to them today.
