Tbh, runes should be free. Levels and runes give older players stats over newer ones and makes games unfair when they do get matched. More or less, level system that's hidden. Have ranked be enabled after 30 games or something and you have enough champs.
This would also eliminate leveling bots that sell accounts.
Boosted players are regularly caught and punished.
The unfortunate thing is that the players who level and rank accounts for sale are the ones who are rarely, if ever, caught doing anything wrong.
What really needs to happen to put a stop to account selling is a lawsuit issued against the owners of any domain name that enables the buying and selling of accounts online, thereby crippling the business and issuing a warning against anyone attempting it.
After all, every player's account and everything in it is the legal property of Riot games to do with as they please, Any attempt at monetary profit from a LoL account is in clear violation of the ToS that requires player agreement before they can even play the game.
Or how about this.... Don't play ranked until you are prepared. Do you think that new players should be handed everything while older players had to work game by game for every rune and champ they have earned? Why do gamer's these days think everything should be handed to them as soon as they start playing. Seams to be the ongoing trend for kids these days.. Give me everything while i work for nothing.... Thank god i grew up during a time when hard work actually meant something.
