Why does Jhin's ult need a slow?
His ult has such a short cooldown and deals a ton of damage, it really doesn't need a rylais like slow on top of it to the point that if you get hit by 1, you get hit by all.

So you can't just casually walk out of it with no problem, since it has a long travel time and there is a cooldown to each shot.
Because it's called a reward for landing said skillshot which is extremely narrow across such a long distance? And even with the slow, it's still possible to dodge it with good reactions/T2 boots.
Also, it can still just be bodyblocked altogether. And Jhin himself can be easily interrupted/killed during it.
Without the slow, it would be utter garbage because you'd be able to walk out of it before Jhin could even get 2 shots off.
Also, thematically/lore-wise, it's you getting hit by an extremely powerful sniper rifle. That will do a great deal of damage to your body, crippling it and potentially hitting important organs, all of which are enough to cause a tremendous amount of pain/inhibit normal movement.
I've never had that much trouble with jihn ult, I just try to leave out of its range. On the flip side the slow helps land more shots, without it you would be lucky to hit two bullets.
It has a slow so it can have a use outside of being a glorified long range single target tickling-machine when the targets are at more than 50% HP.
