Corki - The Unique Hybrid ADC or he only get a special quest in Season 6?

The changes in Corki puzzle me... Except the new quest he received to make him faster out of comebat, how does it change the way we play him?

Does it mean we can make him a AP mage or Hybrid with the same damage output because of his passive?

Does the items change does a better impact of how we play him, rather then the change in the champion himself?

I like him as an AD Mid with Magic Damage. However, Yasuo is pretty frequent right now and he destroys Corki.
