Ryze and Cassiopeia... Linked solution?
So it's no secret that Ryze is a really problematic champion design. He's got on-click instant ranged hard CC which is one of the most dangerous concepts in League, but his stutter-stepping means he needs SOME way to make enemies stay put for a moment. He gets damage scaling off a stat that is frequently linked with tankiness (mana) but his extremely short range means he needs that. His core identity is a spell machinegunner, but having an onclick hard cc ability with that has always and probably will always be a recipe for disaster. We've had the rework which probably put him in a slightly better place, but not only does it feel really bad to most people - the absolutely enormous, insane dropoff in effectiveness when his passive ends, as well as just how projected it is, feels like you're at the mercy of both the game and your opponent's arrogance or lack of knowledge - it turned out to not work out anyway, with repeated nerfs since he was picked up at high level. The most recent changes have maaaaybe Olaf'd him. Maybe. So it's still a kit that, at least at present, isn't really allowed to be good.
Meanwhile we have Cassiopeia. She was reworked and caught a lot of flak for severely dulling her theme and concept, but objectively speaking her kit is really good. But the backlash from that poor use of her theme has gotten so much talk that Riot are already talking about giving her another rework somewhere down the road.
... So we have a champion who is meant to be a close-range spell slinger who Riot just can't seem to nail, whose kit is awkward at best and toxic at worst, and a champion who isn't actually meant to be a close-range spell slinger but has a very functional kit for it anyway.
So here's an idea. Queue up a big rework for Cassiopeia that really emphasizes her poison mage identity, and instead of throwing out her really well made kit, adapt it to Ryze. The entire kit would fit him perfectly if you just change the sfx around, Overload is pretty much Twinfang already, Noxious Blast and Miasma could just be an arcane haze that poisons and him creating a field of his tattoos/runes on the ground respectively (reminder: magic poisoning is a super cool idea) and Stone Gaze could be him opening his scroll or book at his enemies all Pulp Fiction Briefcase style and blowing their minds with his wikkid sikk knowledge. Even the passive suits the thirst for knowledge thing he's got going on way more than it does vague and unspecific snake voodoo.
It finally gives Ryze a kit that is healthy, fun, and keeps his theme, while freeing up Cass for a proper rework without abandoning the really good kit you made for her.
