I may just suck, but Vladimir seems too strong.

Vladimir's current state is unacceptable by me. The recent AP item buffs (Looking at you item 3152 and item 1058 ) have made him an exceptionally strong laner once he gets his first Advanced item. I don't necessarily mind his whole kit, everything is OK. His ult is a great ability, easy counter-play with cleanse/QSS, but his Q, his Q is the biggest problem. 0 cost, high scaling, high base damage and too low of a cooldown. Four seconds at max rank? Riot pls. He Q's all day, healing for mounds, chunking you every 2.4 seconds with max cdr, instant cast with next to no counterplay. The damage on this ability is simply too high. He becomes a poke machine once he gets a few levels into this and some CDR. As a melee top laner main, I know I'm probably screwed when I see him. What are your thoughts on him?

Go for early MR items in lane and spam laugh at him. His sustain is pathetic before he gets any significant AP and once you have some MR you should be more afraid of minion aggro than his poking.

I've beaten Vlad's with the likes of Katarina (build MR and go abyssal first item) and me throwing my Q at him and W'ing him whenever he went into poke/CS = he was consistently 50% HP or less while I was always above 70% of my HP.

Don't worry, he'll soon be useless when every AD champ is bringing executioner's calling to the Rift.

Anyways, I wrote a pretty detailed thread about beating Vlad a while ago. Basically you need to abuse his early game high cooldowns on Q and W and the fact that he kills himself with E. He's also got low range, so perhaps bring a ranged champion to fight him. Pretty easy to gank as well seeing as he has to push to keep his dominance in lane. If you're an ad champ, consider hexdrinker, and ap champ, morellos, a tank, banshees or SV.

As for how balanced I think he is, I think he's in a fine spot. He's a late game hypercarry that actually has a shittier than the average early game, unlike most of the hypercarries.
