the only adc's to have a lower win rate than lucian are tristana, who had her attack speed per level reduced to the ** lowest of any ad non-tank champion in the game**, and twitch, and I can't even remember the last time I had a twitch in one of my games.
After a considerable amount of abuse from the nerf bat, lucian needs some buffs to bring him in line, cause right now he's not as good a pick as many other adcs.

For example, sometimes really strong champions will have mediocre win rates because they are very popular and played by people who don't know how to properly exploit their power. Other times, weak champions have good win rates because they are extremely unpopular and mostly played by people who almost exclusively play said champion, and even if a champion is weak, if someone has 400+ games on them they will likely develop a good win rate with them.

I would really love if they changed his lightslinger passive to last at least 3 seconds. 6 seconds to 1.5s is so brutal. Late game he can still be a monster but it's pretty damn hard to go full carry lord with Lucian these days

Yea. I play a lot of Lucian, and its night and day how much easier it is to play the same style in lane with a Corki/Graves and dumpster people compared to plinking them with Lucian. He has no early game bullying anymore. Hes flashy, you can wreck ppl sometimes, but the other 2 I mentioned do his job 10x better, and scale just as well.
I have been going Bortk instead of BT lately and doing way better. I guess because it works so well with lightbringer and the slow helps with his small range and darting playstyle. I was going BT everytime for the lifesteal/shield, but I havent lost a game going Bortk, when it looks worse on paper.
