Because he loses a ton of kill pressure (and thus snowball potential) when he blows ult CD on a minion.
Also, his identity was incongruous as either a mage or a tank. Riot went with the more standard pick, and solidified him as a hypertank.
Even more, the “lose stacks upon death” mechanic was incredibly feel-bad. The ability was ridiculously feast-or-famine, and it fell off a cliff past 25 minutes anyway.
