Was 8.8 Sion Q Nerf supposed to Nerf Jungling as well?

Sion's early Q damage was nerfed so that maxxing E in the laning phase comes at a cost, and I'm okay with that, but this nerfs his early Jungle as well.

I'm pretty sure Sion isn't even anything special in the Jungle, (not counting any nonsense with his passive), but this is a huge loss of ~70 damage at level 1 from his base stats alone, plus another 1.44 damage per 1 AD from runes or whatever.

There was no mention to how this would affect his Jungling but that doesn't necessarily make it accidental, I'm just concerned.

So I want to know, was this Jungle Nerf completely overlooked or was this intentional?
