Hopes for Post Season Update

On top of the Rune rework, I hope they add in a few summoner spells. I'm not a balance expert so I will only be describing what I would want them to do, and not so much ratios, and Cool down timers, also these will just be my suggestions, please feel free to add things you would like to see in the comments below.

Decimate- Reduces Resistances of target opponent. Ground- Grounds a target enemy Blink - Makes you invulnerable and invisible for 1 second (they could maybe make it so you are ground during this time.) And then I would like for them to reintroduce Clairvoyance, I'm not so sure why it was removed in the first place, maybe it could use a rework to be more like Quinns birds eye view.
