Deals 1% champions max hp per 100 AP

Deals 1% champions max hp per 100 AP. Does this mean that you don't get any extra damage until you reach the 100 AP or does 90 AP still deal 0.9% of the champions max health

Question pertains to Amumu's despair specifically. The items i run give me 290AP (RoA, Rylai's, Abyssal) and if this only gives me a 2% burn and not 2.9% burn was thinking it would be worth using a few AP runes to get to 3%.

You get interval damage :) If you have 50 AP then your AP is giving you 0.5% max HP damage and as per your example, 90 AP will give you 0.9% max HP damage! Every % ability in the game works ilke that, including slows/speed boosts that scale with AP.

No it isn't quantized or floored in any way, it has continuous scaling. Honestly I hate that wording they use.
