Vladimir max CD item

Is there a viable 4th item to run on Vlad to reach the CD max. WoTA 10%, boots 10%, Spirit Vasage 10%. But I can't find a 4th item to reach that 40% cap that works so well on vlad. In Aram type games i just build a frozen heart and get spell penn boots, even though vlad doesnt use mana the frozen heart passive too good to pass up in aram if no one else is going to build it. It works great in aram but in regular 5v5s where cost eficiency is needed I can't think of a decent item to pick up for that extra 10% other than buying and extra kindlegem and just replacing it when I get late game.

Go with WotA, then boots of lucidity, then Spirit Visage. People usually want to take mag pen boots but the faster Q casts will make the damage from the mag pen unnecessary since you'll sustain that much harder. Use liandry's for the pen instead. That's what I do, and I feel like I have a rather effective Vlad. Or......wait til URF comes back, buy him a sunfire cape, and never leave blood pool while you sit on their platform killing them upon respawn.....yea, you can actually do that with him in URF muahahahaha

I have one 5% Scaling Quint of CDR and two flat 2.5% quints and another 10% in scaling blues. This way I don't have to build spirit visage. That's just me though cause I always trade the laning phase as vlad for a dominate game later.

I'd recommend getting it from Scaling CDR Glyphs.

It only takes 6 glyphs for 10% CDR at level 18.

Personally, I prefer taking 20% CDR from runes (Glyphs and one Quint) so that I can easily cap CDR with two items (typically Ionian Boots and Will of the Ancients). You could get Spirit Visage instead of Ionian Boots (it was buffed quite nicely), though the reduced CDR on your mobility summoner spells is invaluable.

If you want Sorcerer Shoes over Ionian Boots, Fiendish Codex and Kindlegem both provide useful stats and build into desirable items; while you don't particular want to rush them both, you can easily get a Kindlegem at any point after finishing Will of the Ancients to cap your CDR and build it into Spirit Visage later.
