Why cant Talon passive work on jungle monsters, but it works on baron and drake?

Talon feels like a gutted champion early game and can bearly jungle without the passive. it dosent make sense that it works on baron and not jungel monsters. Meanwhile we have Graves who is high tier jungler and was that intended? just have to ask

He's not supposed to be a jungler and Baron and Dragon simply aren't considered normal monsters, they are epic monsters

Graves was actually intended as a bot lane marksman if I remember correctly. It just turned out that he is better in the jungle. The body blockable auto attacks give Graves a hard time trading and farming in lane. But since he worked out in the jungle, they just embraced it instead of shifting him to bot lane (which would be pretty hard to balance correctly).

Talon was never intended as a jungler. And unlike Graves, his ganks would be alot more powerful. Graves can't go over literally every wall in the game with his E, Talon is able to. On top he has the invis on his ult.

As a mid laner, Talon can still use this tools to gank other lanes efficiently. The difference is that this time the other laners can get warned, since their mid laner can just ping them that he is missing. If he is playing the jungle, this warning isn't possible. He could jump over the next wall every time.

Camille and Kled got restrictions for that same reasons, too. Kled doesn't gain courage from killing jungle creeps, while Camilles W didn't heal on creeps (doesn't heal on minions anymore either, though). Their ganks would be pretty powerful if their jungle clear would be allowed to be healthy.

I don't understand why they can't allow for more jungle diversity though. I would play jungle if I could play Kled Camille Ekko there. All the other junglers I dislike.

This is the champion pool for the jungle, I just included champions who have the jungle as their primary role. Some of them shifted over time (for example: Dr. Mundo used to be primary top, but he is in a weak state right now, jungle is the only position he is able to maintain above 50% winrate).

The jungle role is already the most diverse role in the entire game, consisting of alot of different playstyles. There are vanguards, wardens, juggernauts, divers, marksmen, enchanters, skirmishers, assassins.... almost every subclass is represented in this role.

If you are not able to find a single champion you enjoy in this roster, that's pretty sad and it seems your taste is kinda delicate. But there is definitely no problem with jungle diversity.

Ekko, Camille, Kled have their own distinct gameplay that makes me like them. The gameplay of those champs are not satisfying. I guess my taste is "delicate" because I like mid lane assassins and mages and nothing really else. I'm not saying every champ should be able to jungle just the ones where there kits obviously show they should be able to jungle; Camille, Ekko, Galio, Kalista (Her passive yet can't kite camps), Kled, Ryze ;) (Notice there are no true mages in the jungle), Riven (She is played there but not meta really), Shen, Talon. These are really the only champs I see should be able to but can't.

I can get behind Ekko, don't know what is the reason to hold him back. Maybe because his stun is meant to be highly telegraphed, but using it from fog of war negates that pretty much. But Camille and Kled have tools which could make them really frustrating if they are allowed to be viable junglers.

Camille has her long range engage on E and probably the strongest anti-escape-mechanic in the game. Not even flash is going to save you from her ganks. Kled would be pretty powerful as well because of his ultimate and really strong sticking power.

So I just want to say... Riot has good reasons to keep them out of the jungle intentionally. But hey, there is going to be a new jungler soon. I hope this addition to the roster is going to fit your taste so you can enjoy the jungle role at least a bit more. ^^

They specifically wanted Talon jungle to be a "for fun" pick that was relatively unviable in competitive play.
