Can Shen proc GOTU with his Q? I noticed that when GOTU was active, when ever I threw a Q it did nothing. On Gangplank I can proc GOTU with his Q.

After being in combat for 4 seconds, your next attack against an enemy champion deals 3% of your maximum health magic damage and heals you for the same amount, halved to 1.5% of your maximum health for ranged champions.

So I was in combat for 4 seconds the icon shows up and I throw a Q at the enemy and it does nothing. So far I have not been able to proc GOTU with Shen while throwing his Q

Gangplank's Q applies on-hit effects. You would have a similar result with Ezreal's Mystic Shot.

Shen's Q doesn't apply on-hit effects. It won't proc Grasp of the Undying by itself, though if you hit an enemy champion you will still count as in-combat so the buff doesn't time out.

No. No he can't. It's only basic attacks and abilities that count as such.

GP's Q is a basic attack. Shen's Q is an ability.
