Why is it that when i'm full built with pen items and a tank decides to buy 1 armor item it negates all my damage but when i'm a full built tank i'm still squishy?

Because you're over thinking their tankiness, if you're full build no way a tank is going to last that long.
Because it doesn't actually work like that. Your builds may also suck.
