Games Held Hostage

In pre-season can we get something to deal with people holding games hostage in champ select, a vote or anything really. It sucks hitting accept and getting placed in a game where someone is in a shitty mood, didn't get their role, or they don't get to play their champ. Yes you can just give the person what they want but 9/10 times they either end up doing really poorly for whatever reason or they decide to troll regardless. So how about a vote in champ select where if 3/5 or 4/5 vote yes the game is disbanded. Thoughts or any other ideas?
