I'm talking about "Hail of Blades", I do not think I have seen it being used once since it got released

I don't even know for sure. I know that if it were in Precision then it would be much more popular, but with it being in domination it just doesn't seem as appealing. Most who want attack speed want the other features that come in precision, and thus you're in capable of picking your secondary conditionally.

I use it occasionally. its not bad on kaisa/xin/jax. Not to mention it's getting buffed soon, I believe

I use it when I play quinn, it did get buffed to 4 sec out of combat and 2.5 sec between attacks or it falls off I think.

I can't really see situations where it's useful, because it doesn't ever refresh in combat.
