Happens way too often and can screw up games.
Shouldn't have to wait 10 extra seconds because you had to try to get it to trigger.

Had no idea it wasn't meant to do that, thanks for clarification.
Or you could read up and learn that it's not supposed to heal you instantly and give you move speed if you've just been in combat.
Wasn't homeguards removed and auto given at level 11ish?
Homeguard doesn't turn until 8 seconds after you last took damage.
It's almost like there's a reason that Homeguards don't activate immediately upon entering the fountain when you were just in combat. I wonder what that reason could possibly be.
