Kalista's Passive Needs a Charge System

See title.

Kalista's Passive needs a charge system, where she can only have 2/3 semi-fast regenerating charges, so she has to use her hops tactically and with reason and can't perma-kite/dodge everything in a teamfight. Right now she has basically an Ezreal Q/Lucian E with 0 CD, unlimited uses. Image how broken those two would be if they could use their relocation for free, after every basic attack, at no cost and unlimited uses in a row?

We'd be burning down Riot HQ and/or banning them every single game.

Its not OP at all ever hear of countering, and proper team fights.

There are Snares, Stuns, CC use them?

While it has a fast Cooldown I could compare her passive to other champions which I think are more over powered and have better passives, or Jinx for that matter more OP.

ADC's are generally the last picked champions so by then its too late. In addition, picking to counter her (Long Ranged, preferably point'n'click so she can't dodge CC etc.) leaves you open to getting smacked by other ADCs when they see you're picking against her.

There is no justifiable reason her passive can't have a charge system. There are no interesting gameplay choices when you get an unlimited amount of something, for free.

Or even if its not a charge system, something like "Every X Auto-Attacks" or "After Kalista deals X damage to minions or champions" so it becomes a bit of a flow/min-game that they have to keep track of and weave into normal gameplay. Not this constant free "Disengage/chase at will for no cost" that she currently has.

Kalista can't survive without her passive.

Her passive it what makes her, her kit doesn't work with it.

I'm not saying take it away. I'm saying make it actually have a gameplay decision behind and have some sort of cost/risk associated with it, rather than being free, constant and spammable. She'd still be just as brutal if it had a charge system or a "Do this much damage/attack this many times" requirement, but her opponents would be able to have some control and prediction over it and it would be much less forgiving than it is now.
