Honestly, if they changed her E to do magic damage, fixed her AA animation, and reduced her Q's ratio, she would be in a good place without being overly bursty.

You aren't taking into consideration the magnitude of the buffs and nerfs and the many indirect nerfs she has gotten throughout the seasons

E becomes magic damage and now briefly increases Akali's MS, stacks with W MS Q duration of mark reduced and damage of projectile reduced and ratio of mark increased

this is all they have to do to fix her and make her somewhat more fair
