Buff his magic damage, if you build him as hybrid, he still deals 80% of his total damage as AD damage. Buff the basic damage of his magic damage and reduce their AP scaling perhaps, or leave it the same.
Jax doesn't do enough damage for how easily he dies. Buffing the ARMOR/MAGIC RESSIST won't help his tankyness, he lacks HP, you could give his ult passive 100-250-400 HP based on rank.

Idk how long you have been playing this game but there was a time when the only viable counter play against Jax was "pick syndra, deny all vision in baron area, hide syndra in some obscure spot. Wait for Jax to face check and blow him the fuck up before he destroys your entire team twice over. Because syndra is the hero we all need and deserve" after this jax got nerfed and so did syndra. There is a reason that people cringe, cry and hide under their bedsheets every time something shows up in the patch that says "hey were giving jax more things to kill you with." Or "hey we're giving Jax more power to stay alive so that he can go kill things more" seriously. There is a small collective of top lane mains who still have mild to severe PTSD from having to play against a jax.
Jax has 1 job now. He's there to be that ass hole with a lamp post slapping the butch off your bottom lane turret so your team can tell the enemy "make the choice. Send 2-3 people to kill jax and give up baron and probably lost the game, or fight us for baron and probably lose your entire base" he's not meant to team fight, because a jax that is tanky enough to team fight is a jax that simply cannot exist in this world again.
