Can we do something about Riven and her 40% CDR building tendencies?

As mains would soil their pants if someone so much as said anything bad about Riven in particular. I know there are champions that can counter Riven such as , and , but that's only if shes laning with like no CDR. Yes I know champions with disrupts can stop her mid-combo, but that is only if she doesn't burst them down with her obnoxiously low cooldowns. I understand that she is supposed to be an assassin with high damage, but when a riven can tower dive multiple times and take no damage because of her shield that is constantly up, mitigating turret damage at least 75% of the time. Playing against riven as a mid-close range champion is beyond impossible unless you manage to stack armor before her brutalizer. It is so damn hard to lane against a champion that has no resources and a constant, steady mitigation factor, and extremely high mobility every 3 seconds at 30 CDR. As a champion who requires no resources, Riven should not be allowed to have such a massive pillow to fall back on IF she goes in at the wrong time and gets 95% of her health taken away and gets away with being ignited/poisoned because of that massive shield she can spam every 5 seconds max rank. Also, her ult should match her kit rather than being skill that has the range of an Ezreal skill-shot, the width of a Jarvan and the power to chunk a champion for 1/3rd of their health.

Instead of saying how much of a QQ thread this is, and how I'm such a noob for not knowing how to play against Riven, please add things as to how we can balance her gameplay out to be less toxic for top/mid laners.
