Why is AP Kog Getting Nerfed?

On pbe , Kog W increased by 1% max hp at all levels; kog E AP ratio lowered 70%>>50%. This is a MASSIVE AP kog nerf, as AP kog almost exclusively relies on his E and R after laning.

ADC kog doesn't build nearly any ap (maybe rageblade) and AP kog doesn't ever use his w after laning, so this is purely an ADC buff and AP nerf.

Everyone knew adc kog needed buffs badly, but why nerf ap kog with it? Barely anyone plays AP kog, and those that DO are very good with him as they've played him a TON (like me), so that explains his high winrate with a small playerbase. Even now that AP has become more popular (ever since ADC kog became useless) he still only has a 0.5% is pick rate. Before ADC kog was rework-reverted (a.k.a viable), AP kog had a 0.05% pick rate.

Honesty, after you guys rework/nerf rylais in the next patch or so, AP kog will be in the gutter again (rylais is the only reason why he became slightly more FOTM). ADC is already getting buffs through rageblade buff, so heck you can even ditch the w buff if you leave his e alone.

Please, just leave AP kog alone and nerf rylai's already. I'd rather see an item that is problematic on EVERY MAGE nerfed than one sparsely played, unique champ playstyle get nerfed directly because of said problem item.

I know riot hates AP Kog and only wants ADC kog to ever be viable but please understand AP kog is 10 MILLION times more unique and downright fun than generic ADC kog, which many marksmen have similar kits to anyways.
