Will Jarvan get some love?

I know for a large portion of League's life span Jarveen IV has been a dominating force in the meta, but these days he barely has a leg to stand on.

Looking at J4's statistics, he has a very poor win rate at 44%, and an even worse play rate at 2%. The combined nerfs during season 5 and changes during season 6 have really put Demacia's king in a poor spot. Can Jarvan players get a hand out?
