Its sooo simple I can't believe no one thought of it before.

give 5% movement speed while in your inventory and 10% 30 seconds after you place them.

Or even better an upgrade option for wards to give stats just like the jungle items.

Or you get a "Penta-ward" announcement for every 5 you place.

People would just buy sightstone on every champ and use it for movement speed and not warding

Or... Wards deal 50% of an enemy champion's current health when they walk past it the first time.
