How do u even get S m8

I went 9/1/17 with over 206 cs and got A+
But my friend went 16/4/5 122 cs, I thought he was gonna get S+ but he got A-??? Anyone know how this system works?

it goes by the avg skill lvl on that champion. If you score an s- or higher you are well above the avg " gpm ,kills , deaths, assist, objectives etc."
206 CS at 32 min is ok, but not amazing tbh and 122 CS at 32 min is even worse
