basically what it means is you can teleport to anywhere inside your shroud and force them to guess where you're at

Blinks normally let you cross any wall. There's a good chance that that will be one of the main uses for Akali's W after these changes. If the range is to any point in the shroud then you can cross over any wall on SR. If it's around 200 units you can cross almost any wall, the only ones you may not be able to cross are the thick walls between jungle and lane and near top tri. Even then blinks have a habit of pushing you over thicker walls than you'd expect.
