Eureka! I think I know who C might be!

So this friend of Tamarah's. Colette?

I think C's description was that she stole valuables like jewels from Piltover, and well, as a member of that weird clan, she would have access to higher class info, especially the whims of rich people.

Small thought. Anyone else?

I wouldn't be surprised if she is a traitor of that weird noxian clan that "sold" the info about Tamarah in order to get rid of her and be free to steal shiny things from Piltover.

Problem with that theory is that Colette is a spy. The last thing she'd want would be to draw the attention of law enforcement.

True, but what if Collete were to divert that attention towards Tamara? Remember what Tamara mentioned towards the end of the story; she told herself that it was better for one of the agents to fall and burn than for both of them to fail. What if it's a Warmason tactic to indirectly sell out the other agent? What if it was planned from the beginning for Tamara to get caught by law enforcement and for Collete to get accepted by Clan Medarda?

Pretty much. The idea is to let the enemy believe they got rid of a threat when, in actuality, they haven't.

That isn't what the OP suggested; they said that Collete was C.

A person who, as far as we can tell, has gone out of their way to antagonize the greatest detective in Piltover. A spy's greatest advantage is that nobody knows who they are or what they're doing. They need to blend in, be relatively ordinary. If you have a stolen chalice in the trunk of your car, you're gonna obey the speed limit, right?
