Is there a reason for having new players be at a disadvantage to older ones?

I live in Korea, but being British and the Korean servers not being in English, my main LOL account is with NA (before they moved the servers it had a lower ping than EU).

Recently though, I have been dabbing with levelling up a Korean account because every now and again it is nice for an ability to go off as you push the button and not 0.24 seconds later and am now currently the proud owner of a level 9 Korean account.

Now I will stress I am not a good player. This is my main account and it is in mid-low bronze. I like to think that playing from a computer 10000 miles away gives me maybe a 1 or 2 level handicap, but even with that factored in that still makes me bronze 1 at best.

So when I started my new account and finally got to the level required for PVP, everything just felt back to front. Half of the main summoner's that I needed were greyed out until level 8 or 10 (so I still can't have flash or Smite). I couldn't have a keystone mastery and my runes do basically nothing. All the non-PVP aspects of the game were harder to do in a level 7 or 8 games than they are in a serious ranked game.

Now obviously the first few games were a stomp-fest because I hadn't yet been paired with the other 'smurf' accounts and so there were players who were possibly playing their first ever PVP games of LOL (my first 10 games went W10 L0. - and I am not good).

The issues for me became clear at around the time I was level 7, suddenly the enemy team would have a jungler and we were still stuck doing double top. I would run to my turret for refuge only for the enemy to flash in, which screwed me as I wasn't allowed to have flash yet. I would find myself going top with teleport and exhaust against a flash and ignite/teleport. It just seemed wrong.

I can only imagine how confusing this must be to an actual new player, as I have played about a 1000 games of LOL and after 8 or 9 straight games in level 7 meta, I was getting accustomed to duo-top with no flash/smite/ignite to worry about. To new players this must be so jarring, to spend your first 10-20 games stuck in a meta (duo top) that by game 21 you will start getting flamed and possibly reported for wanting to continue.

Wouldn't it make more sense for lower level players to have an advantage, not a disadvantage?

Say maybe create a system where a level 1 player has all of the summoner's available to them but the cooldowns are 51% lower than they are at level 30. Then for every level an account is levelled up, this cooldown is reduced by 3% until the point that you hit level 30 and you are the default settings for the true game.

Similarly could base stats of a sub- level 30 player be buffed by x%, which reduces per level up (and thus the power must then be replaced with the runes and masteries you acquire as you go.)

I would also feel like your keystone mastery should be available at level 1 also as otherwise I hate to think the mountain I will have to climb when I am level 20 and my lane opponent is 21.

I feel like making sub level 30 players stronger than higher levelled (and thus theoretically more experienced players) gives them slightly more chance of not being a walking atm for the enemy. As Smurfs are theoretically separated into their own queues as soon as their higher prowess is recognised, there should not be a worry for experienced players to abuse this to trounce new players even more right? right?

Anyhow these are just my thoughts. And as a Korean server player boasting a proud PVP record of W15 L4/5, I should be respected! Korean Platinum is almost a certainty...

I think Riot's view is that the new player will see that and think "just a few more levels and then I can do that too"

For a successful game as League(and old) the new player experience is one of the worst in any game possible.

A first step in making it not as bad is having 450 IP champ free for all new account, but that would make too much sense for current Riot.
