Only allow Tier 2 mastery champions to be played in ranked?

Was just a thought, but now that the mastery system is in place for champs and has been for quite a while. Wouldn't one effective way to keep people playing brand new/champs they've never tried before in ranked be to limit your ranked champ select pool to champions you have earned Tier 2 or maybe 3 in in normal?

That would mean that one would have to have a least played a certain number of games with a champion before committing to a ranked game?

The down side is when it comes to picking for someone else. Say my jungler has last pick, wants udyr because FOTM. I have him but haven't actually played enough for any mastery rating. This would keep me from grabbing a priority pick for the team.

This isn't thought through well... you put a huge barrier to new players and it means people need many mastery 2+ champions top just play ranked.

16 mastery level 2 is about 160 games
