Were you playing Heimer with 0 armor/mr runes or masteries inside a minion wave and got hit by his W?
Because if he hit you, you played really poorly and you deserve the punishment. I played an aram today with brand, and even though I did carry the team in the end, I can assure you 90% of my skills were easily dodged even before enemy bought boots, since they were aware of how much I could do with one W and never stood still. If you get hit by him, chances are you did something wrong and since he's so hard to actually use (awfully slow skills) is immobile and is a lane bully that falls off late-game, his early damage is justifyed. I am sorry for those downvotes since you actually didn't say anything that strange.
