Ryze Nerfs?

Ok, idk maybe I'm wrong on this but is it me or is ryze wayyyy too overtuned right now. He has good waveclear because of his e and q, good lockdown because of his w, has spammable cooldowns that do a ridiculous amount of damage, has an escape and ganking tool with his ult, and overall is just kind of good at everything. The most annoying part I find is his late game damage is insane. Like actually ridiculous for the amount of tank stats he buys with roa and sometimes frozen heart. He has an endless pool of mana and doesn't get punished by lack of damage. His early game is also very abusive in lane against a lot of champs and his late game is even stronger. It feels as if he is good in most situations at all points in the game. Lmk what u think.
