Dynamic Queue - High Elo Question

Alright, while I might disagree with the whole no solo queue coming back thing (I was hoping for its return at some point but expected this a while ago), I do have one question that I have not seen many bring up.

So, to Riot:

For higher elo play you have decided that you no longer will allow 4 man or 5 man premades to exist. This decision was made to remove the teams that had too much organization for you to compensate the non grouped team enough for a 50% chance of winning to occur on both sides. My question is what are higher elo teams supposed to do now if they want to rank with a team? You have now effectively removed 100% of the options for them as team 5v5 does not exist and they will not be able to 5v5 in Dynamic Queue. The only other option I see is that people are going to resort to 5 man smurfing of teams in order to work around this. Not really a smart thing to have occur.

So, what are the current plans for higher elo teams? Just let them have to organize themselves into random 3 man premades to practice? They have to go out and find another 5 man premade of decent skill level and set up a custom game? Do you not think this could limit the amount of new blood entering competitive play as you are hampering peoples ability to easily get into the competitive scene through first practising in higher skill level 5v5 matches?
