Frozen heart needs something special

So frozen heart seems kind of bad right now. Since ibg gives 20% CDR, and has great synergy with raduins, it's hard to see why you would buy frozen heart. While there is a lot of discussion about changing ibg, I wonder if there is something that could be added to frozen heart to oreint it around being a utility tank item. I would personally like it to lose 10% cdr, but gain a movement boost when moving towards allied champs. This would be great for supports and jungles, and would be a nice difference from the more offensive oriented tank items

You want frozen heart to lose half of its CDR and gain a speed boost? Why should frozen heart make you run fast?

Don't change it so it can still be built on Velkoz :D

It should be a Caster tank item. I don't mean Bruisers like poppy, I mean Tanks who heavily rely on their spells for Defense, wave clear, and initiation. (champs like Sion and Maokai)

Because of the nerfs to it's armor, and the buffs to Sunfire, It made their Wave clear advantage a moot point.

I really don't think it should loss it's 20% CDR. In fact, it should have the extra 10% in it's component items, allowing those caster tanks to have access to that CDR earlier.
