elo hell

so...were to begin. i have been playing this game for a long time only since the start of season 5 and my skills have improved 10 fold. i have been frustrated beyond belief to find that i exsist in elo hell and i cant carry myself out. recently, i have moved from silver 5 to silver 1 in 7-10 days and i think thats down to not doing any duo games as it trashes your mmr to the floor. also ive played more seriously knowing there is less trolls as ive climbed beyond the dark dephs of silver 5 (which, in my opinion) might as well be bronze itself. my question is why is it when i look on the website euw.op.gg (and i understand its not 100% accurate) why does it tell me im in elo hell when i get promoted (by roughly 200 points). it doesnt seem wrong as when i play my first games of a new division i tend to lose the first 1 or 2 and as soon as i win one i go on a streak. currently on a 9 win streak but its putting me off wanting to play when some dumb website is telling me i dont deserve to be were i am. any thoughts on this ^^ will appreciate greatly. :)
