Well yeah they buffed Q at the same time as a joke nerf on E.
Now E is still nerfed and Q is also nerfed or at least back where it was. This actually hurts riven badly. Besides lowering ult base damage, Q cd is the most effective balance lever she has. Glad to see it go up
