that's a clear misconception of what damage is :
minions = gold <= items <= more damages
why did i use the symbol <= ? because is minions effectively are equals to gold income, you're not forced to take item, therefore minions are only a POSSIBILITY : if you have 100000 gold but no damage , that is completely possible because your damages are correlated to your aggressiveness, not exactly your gold income.
you might now say that it is useless to have gold if you never attack your opponent , and that is wrong , it's a pvp game where waveclear is equally important, and are a viable way to destroy enemy nexus: when you think about it, killing an enemy is just making sure they can't defend, that's the only reason you want to kill an enemy , otherwise , it's kinda useless (that's why inting sion works).
If orianna focus on minions clear, that's completely healthy that she doesn't do as much damages as ahri or annie that focused themselves on hurting their opponent.
if you want to analyse deeper try to put these equally important data too into your analyse : damages% (compared to team), damage to turret%, damage to turret, damages to minions,damages blocked.
these are the important information you need to know , to be sure they used item effectively.
