They can’t give the players everything because sometimes what they want isn’t healthy for the game (Urf for example). Your struggles with Jinx are simply because the meta no longer favors her. That’s nothing special.
Jinx wasn't meta for a long time (I rarely saw her used save for when I did). That said, being meta doesn't necessarily mean being powerful.
