Ultimate Jhin and HoB Stormrazor fix

Currently the Movement Speed you get when you crit is scaling with Attack Speed.

Make it scale with Critical Chance instead.

This way Stormrazor will no longer be a stronger item with him, just as strong as for the others. (SR gives no crit chance, just first attack being critical) This way HoB will only grant Jhin AD when active (Jhin converts AS in AD), and will be an average rune for him.

BOOM! Addressed.

it still won't fix him cause of how low Jhin's fixed atk spd is every shot is a crit shot when he has Stormrazor.

But he has 100% crit chance with Stormrazor for the first shot and 100% crit on his fourth shot. Wouldnt that actually make it worse?
