Hextech Question - Blue Crystals

Hi, I always seem to get skins from my hextech crafting chests, so I currently have 0 blue crystals. I just need a couple hundred so I can upgrade my champion mastery to level 6. I heard you can buy crystals with IP, but I don't see that option anywhere. Is the only way to get these crystals to just hope I get champions from chests? Any help would be awesome, thanks!

it comes from Hextech Mysterious Champion coin for 17000IP, same place to buy hextech keys and boxes

basically you get a random Champion shard worth 325 blue essence if you disenchant
